CAPULC endeavors to promote the practical application of knowledge related to the underground facility locating industry through education and ensures this education process is available to our members. CAPULC also endeavors to collect and disseminate information relative to the business in which Association members are engaged. CAPULC sent out the 1st draft of the manual to our members and to industry stakeholders for feedback and welcomed comments on March 28, 2014 and again on August 7, 2014 for the 2nd draft. We have received many positive comments and feedback from the two drafts. The association have compiled and reviewed all comments and feedback and have made the necessary changes to version 1.0 which is now available.

The Board of Directors of CAPULC agrees that this UFL Field Task Competency Manual is a very valuable tool in the training of UFL’s. The Board agrees this first edition of the manual specifies locator training standards and competencies requirements for UFL’s. The intent of this manual is to better educate UFL’s and increase the accuracy and reliability of locates.

The Board of Directors of the Canadian Association of Pipeline and Utility Locating Contractors (CAPULC) has agreed to fully endorse the UFL Field Task Competency Manual version 1.0 and encourages its members to start utilizing the manuals right away in their training programs.
